Guantao Law Firm acted on behalf of CDB, which provided this transportation project with 4.5 billion dollars, to process the financing of Indonesian high-speed railway linking its capital city Jakarta with textile center Bandung. With a total track length of 142 kilometers and maximum design speed of 350 kilometer per hour, the railway is expected to open to traffic in three years. What deserves to be mentioned the most is that Jakarta-Bandung railway is the first high-speed railway in Southeast Asia. It will take 40 minutes instead of three to five hours between both cities, which will further boost economic activities in areas along the corridor served by the high-speed train and contribute to the national economic growth for Indonesia.
This project is a major harvest in the early phase of the Belt and Road Initiatives and a remarkable project of practical cooperation between China and Indonesia. The signing of agreement embodies that the first deal of Chinese high-speed railway has entered the implementation stage under “Go Global Strategy”.
Guantao advised CDB on PRC legal issues throughout the whole transaction, including but not limited to Chinese shareholder's guarantee and undertakings, Chinese sponsors' commitment letter, Chinese sponsors' support, facility agreement, foreign exchange control and cross-border dispute resolution.
