Guantao advises on SDIC Akesai Huidong Solar Thermal-PV Integrated Project, the largest initiative under China’s first batch of “Desert-Gobi-Barren (DGB)” national projects
On November 30, 2024, the SDIC Aksai Huidong Solar Thermal-PV Pilot Project, developed by SDIC Aksai New Energy Co., Ltd. and located in the Aksai Kazakh Autonomous County, Jiuquan City, Gansu Province, achieved full-capacity grid-connected power generation. This milestone marks the full-capacity integration of China’s largest single-unit operational tower-concentrated solar thermal power station, as well as the official commissioning of the largest molten salt tower-type solar thermal project under China’s first batch of “Desert-Gobi-Barren (DGB)” national initiatives. With a total installed capacity of 750 MW (110 MW solar thermal + 640 MW photovoltaic), the project pioneers a smartly coupled “solar thermal + PV” hybrid generation system. As a first-batch national large-scale wind-solar power base project targeting desert, Gobi, and barren regions, it is projected to generate 1.7 billion kWh annually, save 507,000 tonnes of standard coal per year, reduce 1.47 million tonnes of CO₂ emissions annually, equivalent to afforesting nearly 1.2 million mu (≈79,800 hectares). The project’s completion sets a benchmark for China’s solar thermal industry and delivers significant social and ecological benefits to the region.

Guantao was engaged by the project developer, EPC contractor, and O&M operator—China Power Engineering Consulting Group East China Electric Power Design Institute Co., Ltd.—to serve as full-process legal counsel for the project, spanning from investment and development to commissioning. A dedicated team led by partners Jiang Wei and Zhou Hang provided legal support throughout the project’s construction journey, witnessing the remarkable transformation of the barren land into a “towering beacon of light, radiating brilliance, blooming toward the sun, and steadfastly pursuing illumination.”
This project represents another exemplary case for Guantao in delivering legal services for integrated “investment-construction-operation” (ICO) project models, following its earlier role in providing full-process legal services for the “investment + construction” phases of the Hai Duong 2×600 MW Coal-Fired Power Plant BOT Project in Vietnam.
