ZHENG HUA is a partner in Guantao's international practice group and is based in the firm’s Beijing office. Prior to joining Guantao, Mr. Zheng worked at China’s Hong Kong and Macao Affairs Office (HKMAO) for more than 13 years, served as a government counsel and the head of Judicial Assistance Division of the Legal Affairs Department of the HKMAO. He was responsible for a wide range of legal issues related to Hong Kong SAR and Macao SAR, such as the Co-location Arrangement of the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, the legal status of China’s state-owned enterprises in the two SARs, the application of state immunity in Hong Kong, etc. During the period, Mr. Zheng directly involved in the discussion of ‘Arrangement on Mutual Taking of Evidence in Civil and Commercial Matters between the Courts of the Mainland and the Hong Kong Special Administrative Region’ and ‘Arrangement on Reciprocal Recognition and Enforcement of Civil Judgments in Matrimonial and Family Cases by the Courts of the Mainland and of the Hong Kong Special Administrative Region’, as well as other negotiations on inter-regional criminal judicial assistance arrangements. He also participated in the coordination of law enforcement related to police, customs, anti-corruption and securities regulatory authorities between Mainland and the two SARs. After joining Guantao, Mr. Zheng’s practice focuses on capital markets and dispute resolution.
