Liu Bei is a partner in the Beijing office of Guantao Law Firm. He is currently a member of the Government Legal Advisory Committee of the Beijing Xicheng District Lawyers Association. Also he has been selected into the foreign-related lawyer talent pool of Beijing Lawyers Association.

He has been engaged in intellectual property law since 2004. He specializes in providing high-tech companies with intellectual property dispute solutions, including solutions for patent infringement disputes, technology contract disputes, and trade secret infringement disputes. He is especially good at providing high-tech companies with integration solutions for patent portfolios and legal advice for research and development.

Mr. Liu has been deeply involved in entrepreneurship in the field of artificial intelligence in recent years, and has extensive experience in financing, legal and management of high-tech startups. He also provides legal services to investment institutions and serves as the legal advisor to several well-known funds.

Representative Transactions

Dispute Resolution:

• Endless & Hauser Europe GmbH & Co. KG v. Beijing Guda Instrument Co., Ltd., represented the defendant Beijing Guda in three invention patent infringement lawsuits. After multiple patent invalidation and administrative litigation, which lasted for five years, all three invention patents involved in the cases are invalid, and all the plaintiff's claims are rejected;

• Tesa Switzerland Co., Ltd. v. Qinghai Measuring Tool & Cutting Tool Co., Ltd., represented the defendant Qinghai Measuring Tool in an invention patent infringement lawsuit. The first instance won the case and found no infringement, and the second instance changed the verdict. After the Supreme Court arraigned, the second-instance judgment was revoked and the first-instance judgment was upheld. This case was selected as the 2014 National Court Intellectual Property Model Case;

• Panzhihua Xinjiucao Products Factory v. Patent Reexamination Board of the State Intellectual Property Office, administrative litigation for invention patents, represented the third party, Yunnan Jinning Liqing Trading Co., Ltd., won the case, and maintained the decision that the plaintiff's patent rights were all invalid;

• Wenzhou Baiqiang Optical Co., Ltd. v. Wenzhou Zhongmin Optical Co., Ltd., in the design patent invalidation case, acting as the patentee, maintaining the validity of all patent rights, and reconciling in the first instance of the subsequent administrative litigation;

• Beijing Aiyi Education Technology Co., Ltd. v. Music Education 360 (Beijing) Technology Co., Ltd., in the copyright infringement lawsuit of the music examination exercise work, acting as the copyright owner, winning both the first and second trials.
